When Vernon Walters first planned to build a golf course on 133 acres in Woodmoor, the public was able to speak out and save the land for the community. In September 2018, the community met to discuss the issue. In the end, the majority of the land will remain as open space. The next step is to determine the development plan for the remaining 38 acres west of Cloverleaf Road. The final decision will be made in the coming months.

North Bay at Woodmoor Lake is planned to contain twenty-eight single-family attached homes and two parcels of open space. The development will include access to Lake Woodmoor and a hiking trail along Deer Creek Road. Homes on the property will range in size from 2,100 to 4,800 square feet. The development will also include a community center and a new elementary school. The community's zoning is R-4, so it is possible that the developers will seek a variance from the city council to build on the property.

The development's impact on the environment was also an issue raised at the May 12 full hearing. Clark's recent appearance on local television and Internet news caused a lot of concern among neighbors. Concerns about construction activity, road safety, a floodplain, access to Lake Woodmoor, wildfire risk, and the neighborhood's compatibility with the surrounding neighborhoods were some of the concerns that were voiced by neighbors. The county had notified 24 property owners in the immediate area, but received only three written communications.
